Building is defined as a place to live, work, storage or other use of fixed or held to construct a structure or facility, which render it subject to regulatory oversight of safety, healthy, landscape, amenities, environmental, or other purpose of this Act related reasons.
Buildings can not be regarded as limited in size and lightweight structures for the structure or smaller institution, unless it has a special land use or environmental effects.

The construction site should be outside the town to be appropriate for the purpose, the construction of a valid and sufficiently large, however, at least 2 000 square meters.
