119§ Duty of care in construction

The person starting construction project is to ensure that the building is designed by the construction rules and regulations as well as compliance with the permit. The person must be taking into account the complexity of the project and have sufficient conditions for its implementation as well as access to qualified staff.

120§ 1 and subsection 2 of the building design

The building plan has been drafted so that it complies with this Act and the regulations and rules, and good building practice requirements. The building design should be a design package and the quality of the qualified persons responsible for design is to ensure that the building plan and specific plans form an entity that meets the requirements of the building permit. For each specific plan the responsible person shall ensure that the plan meets its requirements. If a specific plan has drawn more than one designer, one of these must be named in this specialist responsible for the entire design.

48§ Designer Qualifications:

Building plan and specific plan for the author to be relevant to construction planning task appropriate degree or prior to construction of professional higher education or an equivalent qualification and sufficient experience in the field of design tasks.

Smaller or technical characteristics for a conventional building, or technical system designer can acquire experience, to also act as a person who has completed building a house or of the specific field of study the direction of a technician or a corresponding earlier qualification.

Demanding minimal design task can also act as a person who does not have the above qualifications, but who can be considered in the construction or planning of the nature and extent of the task, taking into account sufficient competence.

Whole building design and quality of the person responsible (Lead Designer) and a special package of the same designer will also be a good professional to manage the design of the whole.

When assessing the eligibility of the designers take into account of the Land Use and Building Act, 123 § 1 and 2 of article provisions. Minimum conditions gives details of the Building Code of Finland.
